Responsibilities

  • Will Provide specialized skill, management and administration of federal grants, including but not limited to the Southwest Trade Adjustment Assistance Center Program in Texas, Oklahoma, Louisiana, Arkansas and New Mexico.
  • Plan, implement and execute Trade Adjustment Assistance (TAA) program according to grant requirements.
  • Develop and maintain partnerships with private sector companies, industry organizations, community managers, elected officials and other entities engaged in business stabilization and resilience.
    Manage programs and activities ensuring compliance with budgets, University policies and grant and contract regulations
  • Compile data, prepare and submit period progress reports and other documents for submission to granting agencies, executive management and program stakeholders.Monitor, review and evaluate monthly program activities and impact, creating a process of continuous improvement.
    Collaborate with other UTSA departments, institutes, schools to address potential programming in the business resilience practice.
  • Propose new programming and services based on needs analysis and research.
  • Develop, maintain and monitor grant budget to ensure that expenditures are reasonable and allowable per granting agencies.
  • Communicate and coordinate with federal offices to ensure successful implementation of TAA program.
    Coordinate activities with other regional Trade Adjustment Assistance Centers.
  • Hire, train, supervise, develop and evaluate staff.
  • Pursue assistance opportunities with funders beyond the federal government.
  • Responsible for all resource management and supervision within the Business and Community Resilience Center.
  • Prepare and disseminate quarterly, annual and other reports as requested.
  • Prepare funding proposals and budgets.
  • Perform other duties as assigned.
  • Provide technical assistance services to clients

Purpose of Position

Responsible for administration of federal grants, delivery of client services to manufacturers, development of funding proposals, control of budget preparation, budget and expenditures, and coordination of marketing and information programs to State and local governments.

Required Qualifications

  • Master’s degree from an accredited institution in Business Administration, Public Administration, Urban Studies, or related field.
  • Seven years of progressively responsible experience in financial and/or grant management, manufacturing, or related business with at least three years in a supervisory capacity in economic/business development services
  • Excellent verbal and written communication skills.
  • Demonstrated ability to communicate effectively with diverse populations including those whose first language is not English and other under-served populations

 

Preferred Qualifications

  • Ph.D. from an accredited institution in Business Administration, Public Administration, Urban Studies, or related field.
  • Ten years of progressively responsible experience in financial and/or grant management in an economic/business development program and at least five years in a supervisory capacity.
